I had similar issue also with Office 2010. Office has been installed on a Windows Server 2012 R2 RDS server.
Solution
- Find MSI string for Office from RegEdit HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\Uninstall
- Start elevated command prompt
- msiexec /i {90160000-0012-0000-0000-0000000FF1CE} ADDLOCAL=OutlookVBScript /qb
When I open Outlook now, Enterprise Vault client is enabled and working as on typical clients.
